PROFESSIONAL EXPERIENCE
1991-Present Utility Director City of Sanibel Sanibel, Florida
Manage all public utility related activities for the City. Plan, organize,
staff, lead, and control all operations; including engineering, facilities
and financial planning, construction, and operations and maintenance functions
from initial purchase of the utility to the present. Prepared and implemented
all related administrative infrastructure. Directed and controlled all phases
of a $60 million capital improvement and expansion program. Construction
projects were completed 8% under budget. Successfully lead effort to perform
operations and maintenance functions through a managed competition exercise.
Elevated utility image and customer service levels by reducing customer complaints
by 95%.
1989-1991 Contract Administrator/Operations Specialist Boyle Engineering Fort
Myers, Florida
Responsible for performance and coordination of contract administration, operations
and maintenance services, inspection, cost estimating, permitting, training,
and design review. Projects were completed on time and within budget with a
high degree of customer satisfaction. Projects included reverse osmosis water
facilities, wastewater facilities, and a large urban reclaimed water system.
1985-1989 Operations Specialist/Contract Administrator Flood Engineers Fort
Myers, Florida
Responsible for operations staff development and training, process control
and plant evaluations, operations consulting, inspection and inspection supervision,
construction contract and grants administration, seminar presentations, and
permitting. Construction contracts to $35 million and operations budgets to
$1 million. Projects completed on time and within budget and complete client
satisfaction. Projects included a variety of wastewater facilities ranging
in size from 5.0 to 24.0 MGD.
1979-1985 Operations Specialist Donohue & Associates, Inc. Sheboygan,
Wisconsin
Responsible for operations staff training, process control and plant evaluations,
operations consulting, inspection, contract administration, and permitting.
Duties included plant evaluations, design review, O&M manual and specification
writing, maintenance management systems, and operation of pilot scale facilities.
Water and wastewater facilites from .5 to 140 MGD. All project work completed
within budget. All deliverables received with satisfaction.
