I am an engineer with over 20 years experience in the field of water, sanitation
and environment. I hold a master degree in Irrigation Engineering from the American
University of Beirut and a master in Environmental Engineering from McGill University,
Montreal – Canada. I am fully trilingual in Arabic, French and English
and have good expertise in computer softwares. During my professional career,
I have held both technical and managerial positions in international agencies,
governmental organizations and consulting firms. In Dar Al-Handassah Consultants–Shair
and Partners, I was an associate of the firm taking management positions and
leading teams for multi-disciplinary projects in various countries in the Middle
East such as Lebanon, Jordan, Saudi Arabia, Turkey, etc. My work encompassed
the various design stages from project planning to feasibility studies, detailed
engineering designs, preparation of tender documents and construction supervision
for infrastructure projects. Concurrent with the design work, I have also been
involved in preparing project proposals, evaluating tenders and organizing training
activities. For two years, I acted as the project manager of the UNDP Capacity
21 program for strengthening the Lebanese Ministry of Environment, a position
that required planning, management, monitoring and evaluation of activities.
During the last few years, I have served in my capacity of consultant to assist
in the preparation, design and evaluation of several World Bank initiatives and
projects in the Middle East and North Africa such as Lebanon Agriculture Infrastructure
Project, Jordan Agriculture Export Development, Baalbeck Water Supply and Wastewater
Project, Iran Water and Sanitation Project, Lebanon Irrigation Policy Sector
Note, Syria Water and Wastewater Sector Note, Lebanon First Municipal Infrastructure
Project, Iran Urban Upgrading and Housing Sector Reform, Iran Local Development
Fund, Lebanon and Morocco Community Development Projects. I was also selected
to be the regional consultant for evaluating the Water Quality Management situation
in the Mashrek and Maghreb Countries and for preparing a Regional Water Quality
Management Strategy and a Project proposal as part of the METAP Water Quality
Pillar handled by the World Bank. I am mainly interested in short term assignments
on an independent consultant contract basis but will consider all prospects on
their own merits.

PROFESSIONAL EXPERIENCE
Jan. 95 to date: Water, Wastewater and Environmental Consultant.
Prepared and participated in the preparation of water, wastewater and environmental
assessment studies for various development projects in the Middle East and
North Africa Region. Also, organized and conducted several national and regional
training workshops.
- Participated in the evaluation of the environmental impacts, in reviewing
the feasibility studies and environmental assessment reports and in preparing
the environmental components of the water and sanitation project that covers
six major cities in the Islamic Republic of Iran with a total population of
3.5 million persons (World Bank).
- Participated in the evaluation of the Water Quality Management situation
in the METAP Mashrek and Maghreb Countries including Morocco, Tunisia, Algeria,
Jordan, Syria, Lebanon, Egypt and Yemen and in the preparation of country reports,
a Regional Water Quality Management Strategy and a Project proposal (World
Bank).
- Prepared the environmental and water quality components of the Water and
Wastewater Sector Note for Syria (World Bank).
- Assisted in evaluating the engineering designs and the environmental impacts
and in preparing the environmental components of the water and wastewater project
for the city of Baalbeck. A World Bank loan to the Government of Lebanon (World
Bank).
- Participated in the supervision of the First Municipal Infrastructure Project
and in the review of various proposed infrastructure projects. A 100 million
US dollars World Bank loan to the Government of Lebanon for funding demand
driven infrastructure projects in various municipalities (World Bank).
- Participated in the preparation of the Irrigation Sector Policy Note for
Lebanon. Developed the environmental and water quality component (World Bank).
- Prepared the water quality component for the Jordan Rift Valley Improvement
Development Project – A World Bank loan to the Government of Jordan (Ministry
of Water and Irrigation – Jordan).
- Participated in the design and preparation of the Community Development Project.
A 20 million US dollars World Bank loan to the Government of Lebanon for funding
demand driven infrastructure and social projects (World Bank).
- Participated in the design of the engineering and environmental components
and in the preparation of guidelines for the implementation of the Urban Upgrading
and Housing Reform Program. A 100 million US dollars World Bank loan to the
Government of Iran for funding demand driven projects for improving living
conditions in under served neighborhoods (World Bank).
- Participated in the supervision of the Tehran Sewage Project and in the review
of the environmental and engineering components including the environmental
management plan and the development of standards for the discharge of industrial
effluents. A 140 million US dollars World Bank loan to the Islamic Republic
of Iran (World Bank).
- Participated in the evaluation of the environmental impacts, in reviewing
the feasibility studies, engineering designs and environmental assessment reports
and in preparing the environmental components of the North Gaza emergency wastewater
project. A World Bank grant to the Palestinian Government (World Bank).
- Conducted a post environmental assessment of the Emergency Reconstruction
and Rehabilitation Project. A 225 million US dollars World Bank project that
aims at providing assistance to the most damage sectors in Lebanon and covering
the rehabilitation of infrastructure including water, wastewater, solid wastes,
electricity, housing and education (World Bank).
- Prepared the water quality component for the Jordan Rift Valley Improvement
Development Project – A World Bank loan to the Government of Jordan (Ministry
of Water and Irrigation – Jordan).
- Prepared the environmental guidelines for the Community Development Project.
A 20 million US dollars World Bank loan to the Government of Lebanon for funding
infrastructure and social projects (World Bank).
- Prepared the environmental guidelines for the “Agence de Developpement
Social”. A World Bank Community Development Project for funding demand
driven infrastructure and social projects in Morocco (World Bank).
- Assisted in evaluating the environmental impacts and in preparing the environmental
components of the “Agriculture Export Development”. A World Bank
loan to the Government of Jordan (World Bank).
- Assisted in executing the environmental components of the “Agriculture
Infrastructure Project”. A World Bank funded project that includes the
preparation of EIA studies for agricultural roads and for land and water development
as well as the establishment of an environmental monitoring unit (Green Plan – Ministry
of Agriculture).
- Developed the technical and financial proposal for the design and construction
of 21 agriculture dams in Dubai and following the award of the contract, acted
as deputy project manager for the design of the dams (Conser Consulting Engineering).
- Conducted environmental assessment (EA) studies for the construction of recharge
dams in the United Arab Emirates (Conser Consulting Engineers).
- Contributed in the preparation of the environmental impact assessment studies
for a 550 million US dollars industry funded by Saudi Egyptian Petrochemical
Co. in Alexandria – Egypt. The project consisted of building a polyester
industry on a previously reclaimed land (Ecology and Environment).
- Prepared the technical and financial proposal for feasibility studies and
detailed designs of wastewater facilities in the Caza of Jbeil - Lebanon. (Conser
Engineering).
- Prepared the technical and financial proposal for water quality management
of the upper Litani River and Qaraoun Lake. Proposal submitted to the European
Union - Life-third countries (Conser Engineering and Envirotech).
- Reviewed the scope of works, terms of reference and first phase report of
the Industrial Management Plan for Lebanon (Ministry of Environment).
- Reviewed the design, feasibility study and environmental impact assessment
for Akkar water supply and wastewater facilities in Lebanon (Bureau Technique
pour le Développement - BTD)
- Prepared a proposal for wastewater treatment in the Beqaa Valley – Lebanon
(BTD).
- Participated in the preparation of a proposal for the feasibility study of
wastewater collection and treatment in Tripoli City (BTD).
- Participated in the EA studies of the Beirut Urban Transport Project. A World
Bank funded project that includes Traffic Management, Parking and Corridor
improvement programs for the City of Beirut (TEAM Consultants).
- Conducted environmental impact assessment studies for the upgrading of 35
Km of roads that connect the northern motorway in Lebanon with the Syrian borders
(Conser Consulting Engineers).
- Conducted environmental assessment studies for a US $ 1 billion highway BOT
Project in Lebanon. The project consisted of approximately 100 Km toll roads
(Tams and Louis Berger joint venture consultants).
- Prepared a proposal for environmental impact assessment and resettlement
studies for the widening and upgrading of 137 Km motorway between Trichi and
Madurai in India. Proposal submitted to the World Bank and Indian Government
(Conser Engineering).
- Participated in the environmental impact assessment studies for the water
and wastewater works under the National Emergency Reconstruction Programme
- Phase 2 (BTD and Howard Humphry).
- Supervised the preparation of an EIA law and EIA guidelines for Lebanon (Ministry
of Environment and UNDP).
Nov. 94 - Feb. 97 Project Coordinator, United Nations Development Programme
(UNDP); Beirut, Lebanon. Managed the following projects:
- Lebanon Capacity 21 Project: a two years project which aims at establishing
an enabling environment for integrating the principles of sustainable development
in Lebanon through integrating environmental concerns in policy formulation,
legal and institutional structures and project planning, and strengthening
key government and non government institutions to carry out environmental assessment
works.
- TSS1 Project: a technical support project to help formulate policies and
strategies for environmental education, public awareness and environmental
monitoring. Conducted by UNESCO, UNIDO and FAO, and financed by UNDP.
Accomplishments included:
- Coordinating environmental issues between the Ministry of Environment, line
ministries, research centres, universities, private sector and non-governmental
organizations.
- Organizing training workshops and national consultation meetings.
- Senior advisor to the Minister of Environment with respect to on-going and
planned activities, especially those conducted by international Consultants
and Organizations (e.g. World Bank, UN, EC).
- Supervising the preparation of Environmental legislation for Lebanon, the
organization of the Ministry of Environment and its development plan, the preparation
of an environmental public awareness strategy for Lebanon and an action plan,
as well as environmental impact assessment guidelines for Lebanon.
- Representing the Government of Lebanon at International and Regional meetings:
Environmentally Sustainable Development in the Middle East and North Africa
Region, Capacity Building Programme, Washington D.C. - April 1995; UNEP 18th
Governing Council, Nairobi - May 1995; International Workshop on Environmental
Performance Indicators, Syria - January 1996; Government Focal Point Meeting

Technical expertise encompasses the various engineering design stages from
preparation of project proposals, to project planning, feasibility studies,
detailed engineering designs, preparation of tender documents and evaluation
of tenderers for water, wastewater, stormwater and landscape irrigation systems.
Concurrent with the design skills, extensive experience was gained in managing
multidisciplinary projects and in coordinating the different engineering trades.

March 89 - May 92: Project Manager - Dar Al-Handassah Consultants - Shair

- Madinah Central Area, Saudi Arabia: Final design, tender documents and construction
supervision for water supply, sewerage, surface drainage, storm protection
and landscape irrigation networks for the new development of the Central Area
(200 ha) and the Inner Ring Road (5 km).
- Madinah Planning Studies, Saudi Arabia: Planning studies for water resources,
environmental conditions, utilities and infrastructure and preparation of development
plans for Madinah (covering a 500 km2 area).
- Madinah Car Park, Saudi Arabia: Relocation of existing utilities and preparation
of final design and tender documents for water supply, sewerage and stormwater
drainage to serve the multi-storey car park and toilet blocks surrounding Al-Haram
in Madinah.
Jan 87 - Feb. 89: Project Engineer - Dar Al-Handassah Consultants - Shair
and Partners, London and Beirut
- Qassim Road Network, Saudi Arabia: Final design, tender documents and construction
supervision for 437 km long highway, with service roads, twenty four interchanges
and six wadi bridges including the provision of drainage system, landscaping
and irrigation.
- Al-Jameat Road, Saudi Arabia : Final design and tender documents for 32 km
long highway with service roads, and four interchanges including the provision
of drainage system, landscaping and irrigation.
- Buraydah Ring Road, Saudi Arabia: Final design, tender documents and construction
supervision for an 80 km highway with service roads and interchanges including
the provision of drainage system, landscaping and irrigation.
- Fintas East Centre, Kuwait: Final design and tender documents for water supply,
sewerage, stormwater drainage, treatment plants and irrigation for the commercial
centre of Fintas development which covers an area of 23 ha.
- Mu'tah University, Jordan: Final design and tender documents for water supply,
sewerage, stormwater drainage and landscape irrigation networks for a resident
population of 8500 and an area of 350 ha.
Jan. 86 - Oct. 86: Project Engineer - Dar Al-Handassah Consultants - Shair
and Partners, Turkey
- Cukurova Metropolitan Region Urban Development Project, Turkey: A world Bank
funded project that included planning studies for water resources, environmental
conditions, utilities and infrastructure, and preparation of engineering designs
for the upgrading and extension of the water supply and distribution, sewerage,
sewage disposal, solid wastes and stormwater drainage for five major towns,
mainly Adana, Mersin, Tarsus, Iskandarun and Ceyhan with population ranging
from 60 000 to 800 000.
Oct. 82 - Dec. 85: Design Engineer - Dar Al-Handassah Consultants - Shair and
Partners, Lebanon & Jordan
- As-Shidiya Phosphate Mine, Jordan: Final design and tender documents for
water supply and distribution network, stormwater drainage, refuse disposal
and wastewater collection and treatment for a new town with an area of about
700 ha.
- Riyadh Ring Road Irrigation, Saudi Arabia: Final design, tender documents
and construction supervision for the landscape irrigation of Riyadh Ring Road
and of junctions with major national roads branching of it. The project includes
four pumping stations of 1.5 m3/sec to 3.5 m3/sec and 250 km of pipelines.
- Al-Lith Water Supply and Sewerage, Saudi Arabia: Final design and tender
documents for water supply headwork, water supply networks, sewerage networks
and treatment plant serving a population of 40000.
- Amman Jordan Valley Irrigation Project-Stage II, Jordan: Feasibility study
and final design for a sprinkler irrigation project covering an area of 26
000 ha and including a lined carrier canal, 22 pumping stations, conversion
of 12 000 ha from surface irrigation and about 1000 ha for subsurface drainage.
- Amman Stormwater Drainage, Jordan: Master plan for stormwater drainage and
flood control system for the city of Amman covering an area of 8800 ha and
preliminary design, final design and tender documents for a priority area of
800 ha.
- Irrigation Development Using Groundwater, Jordan Feasibility study for irrigation
development of four scattered sites using groundwater and brackish surface
flows from springs in the southern region.
