consisting of, 30+ employees, and four water and sewer plants. Manage a $4.2
million dollar annual operating budget. Duties included directing, training,
evaluating supervisors and midlevel managers. Responsibilities and accountability
included capital improvement project management, budgeting, planning, land
condemnation and acquisitioning, contract management of services and goods,
management of purchasing and procurement. Track and trend overall performance
of Districts service to the community, and all expenditures. Utilize the most
feasible means with alternative solutions to cut cost and work within the budget
(Values Based Management). Conduct and administer regulatory reporting and
monitoring. Report to a seven member Board of Directors.
City of Carlsbad, Carlsbad, New Mexico
Wastewater Superintendent
1998-2001
Manage and operate the City of Carlsbad wastewater treatment plant and sewer
collection system, composting facility, water reuse program, partial EPA City
pre-treatment program, and the city’s water and wastewater laboratory.
Regular duties included management of the department’s budget, administration,
train, direct, and evaluate 7-10 employees. Participate in the development
of the city’s planning and design of the water and sewer infrastructure,
assist with the superintendent duties of the city’s solid waste department
and the Water Superintendent duties for the City of Maljamar and the Double
Eagle public water supply systems. Assist Street superintendent and Parks and
Recreation Superintendent during emergency preparedness, inclement weather,
city and private events. Report to Deputy Director of Public Works. Attend
all City Water Board meetings in support of the City’s administration
ready to answer all questions on expenditures and capital improvement progress.
San Antonio Water Systems,
Operator III 1989-1990, Shift Supervisor 1990-1997, WRC Tech II 1997-1998
Supervise train and evaluate a crew of 8-10 people on a daily basis in operations
and maintenance. Evaluate the plant, track and trend performance and expenditures.
Develop operation reports and S.O.P. Assigned to special tasks force teams
to troubleshoot and bring other city plants back into regulatory compliance.
Provide liaison and inspection for Director of Operations for all capital improvement
projects at the Dos Rios Water Recycling Center and at all sewer facilities
owned by the city of San Antonio. Conduct safety meetings and address performance
goals of personnel and water treatment processes. Organizational restructuring
occurred in 1997. Reclassified as a WRC Technician II until management and
AFSCME Union could develop new pay classifications and job descriptions however,
job duties and pay, as a Shift Supervisor did not change.
