Job Responsibilities: Under the general supervision of the Water Resources
Manager, oversees, monitors, conducts and coordinates environmental programs in support of
the City's water resource programs, including the drinking water source protection program and
general environmental regulatory compliance work. The Environmental Projects Analysts are
responsible for identifying potential contamination of water sources; conducting
related outreach; and serving as the Water Department's technical resources on
source water protection and watershed issues, including hydrologic and biotic monitoring
and related analysis required for the Department's ongoing environmental compliance
and natural resource protection work. These positions entail substantial amounts of field
work in inclement weather conditions, as well as office work, which involves sitting
for prolonged periods of time.
Typical duties include: conducts field surveys; works with watershed stakeholders on remediation
of potential sources of contamination; advises regulatory agency staff on
prioritization and resolution of outstanding violations; represents the department at meetings
of technical advisory committees, coordinated resource management planning groups, and
other organizations that address watershed protection issues; identifies watershed protection
concerns so information can be communicated to local state and federal
representatives; stays current with, interprets and applies federal, state and
local regulations, and ordinances such as the Safe Drinking Water Act, the California
Forest Practice Rules, the California Environmental Quality Act, the California and
the Federal Endangered Species Acts, and County codes; provides technical support to
department staff and departmental committees and commissions on developing and implementing
resource management plans related to water quality and natural resource
protection; participates in the review of environmental documents, including timber
harvest plans, environmental impact reports and permit applications; prepares and updates
reports and documents including the watershed sanitary survey, drinking water source
assessments, and department habitat conservation plans; prepares requests for
proposals, contracts for professional services; writes and monitors grants; conducts
environmental monitoring and performs relevant analysis of monitoring data; develops
educational materials, conducts events with property owners, students, agency
staff, and other watershed stakeholders; and, performs related work as assigned.
Minimum Requirements: Typical qualifications: Bachelor's degree in engineering, biology,
chemistry, environmental science or a related field & two years of experience in
the coordination of environmental programs, environmental compliance programs or related areas.
