Job Responsibilities:
Golden State Water Company (GSWC), operates over 40 water systems in the
State of California, has an annual capital budget of
approximately $65 M. The Design Center of GSWC is located in
Anaheim, CA. The Engineering Design Team is responsible for completing the
designs of all the water supply and water distribution projects.
Accountability:
As a skilled and responsible professional, the Engineering Design
Manager has the overall responsibility of managing available resources
for the completion of design projects. The incumbent must work
independently, exercise initiative and judgment in the performance of a broad
range of responsibilities, including the ability to communicate with a
diverse group of employees to ensure understanding of engineering design goals
and objectives and organizational policies and procedures.
Essential Duties and Responsibilities:
Implements company strategic plan goals and objectives related to the engineering design functions.
Manage and mentor engineering design staff, assign work and evaluate performance.
Manage internal and external resources (consultants) towards the completion of design projects.
Work closely with operations, customer service staff and water quality staff to ensure project objectives are achieved.
Work closely with Engineering Planning Department to develop and implement the Capital Improvement Program.
Work closely with Technical Services Department to ensure GSWC design standards and
operational strategies are implemented through the design process.
Reviews and approves all conceptual designs, preliminary plans, final plans, specifications, and operational memos for all water supply and water distribution projects.
Monitors and control design project schedules and budgets. Implements corrective actions when needed.
Represents Company in public settings with respect to engineering projects.
Minimum Qualifications:
Bachelor of Science degree in Engineering from an accredited college is required.
Registration as a Professional Civil Engineer in the State of California is required.
Ten years of progressively responsible design and project management experience is required.
Five years of supervisory experience is required.
Experience in performing routine to highly complex work in the areas of
water supply and water distribution is strongly preferred.
Strong oral and written communication skills.
May include but not limited to standing, walking, bending,
pulling and/or pushing, grasping, lifting, reaching, stooping and
crouching, color determination, typing, sitting, reading, speaking and listening.

TECHNICAL KNOWLEDGE AND COMPETENCY REQUIREMENTS
Computer: Proficient in Microsoft Word, Access, Excel, PowerPoint and other
applicable software. Knowledgeable in AutoCAD and hydraulic models.
Communication: Good communication skills via telephone, e-mails, technical
writing, meetings and presentation are essential.
Engineering: Strong knowledge in water supply and distribution design principles;
Project Management: Ability to control project budgets and schedules, identify problems and implement corrective actions.
