Job Responsibilities: The Assistant District Manager is accountable for supervising, scheduling, prioritizing
and coordinating the work of frontline water operations employees, including Superintendents, engaged in
the day-to-day activities of the District Operations Program. This includes conferring with the
Superintendents to review and discuss day-to-day operations to optimize productivity, including
oversight on routine work schedules.
Investigates complaints and inquiries from the public and other agencies; recommends corrective action
as necessary; responds to emergencies affecting the District Operations; ensures that emergency work is addressed in an effective, timely manner.
Assists in the development, preparation and monitoring of the annual department operating, maintenance and
capital improvement budgets, including the preparation of General Rate Case applications.
Participates in asset management planning and preparation of capital budgets.
Provides technical assistance to the team, including the preparation and updates of System Operation Plans and Emergency Preparedness and Response Plans.
Provides assistance and support with customer service related functions and issues.
Monitors, implements, and ensures compliance with pertinent Federal, State, and local laws, codes, and
ordinances; inspects work in progress and upon completion; recommends corrective action when necessary.
Reviews groundwater, imported and surface water supply mixes to ensure appropriate utilization of all resources.
Assists local system operations in analyzing and evaluating equipment, trouble-shooting malfunctions, and monitoring water
supply operations for all water systems within the District.
Assists Superintendents in integrating new or modified water supply and water treatment facilities into their operations.
Participates in local community committees, programs, and public meetings (city, county, and water agency).
Acts for the District Manager as directed.
Performs other duties as assigned.
Works under direction.
Minimum Requirements:
Bachelor's Degree in Business or Civil Engineering or related discipline, or a minimum of seven years of progressive experience in the operations of a water system.
Demonstrated knowledge, skill and experience with operating and maintaining water supply and
water distribution facilities, customer service, water quality and community relations.
DHS Distribution and Water Treatment operator certifications highly preferred.
Must possess effective oral and written communication skills.
Valid California driver's license.
May include but not limited to standing, walking, bending, pulling and/or pushing, grasping, lifting, reaching, stooping and
crouching, color determination, typing, sitting, reading, speaking and listening.
