Job Responsibilities: Administers statewide programs for engineering review and evaluation of general and detail plans of proposed water
source, treatment, pumping, storage and distribution facilities for public drinking water systems; the control of back
flow through cross-connection. Assists in the technical review of applications for financial assistance; provides technical consultation and assistance to
public water systems and consulting engineers; assists in emergency planning and support, special studies and investigations, and technical support
for enforcement actions. Establishes statewide program goals, objectives and work priorities; ensures compliance of programs and projects with
state and federal requirements; develops criteria, standards and policies for the statewide implementation of the programs, prepares written
reports on the accomplishments of the programs. Supervises and participates in the review of plans as required by Section 6109.07 of
the Ohio Revised Code; makes special studies; prepares written reports; makes plant inspections as required. Maintains technical information center
to gather and dispense information on water system design; prepares and delivers speeches; and consults with other governmental agencies on policies and problems of the program.
Minimum Qualifications: Certificate of registration as a professional engineer issued by the Ohio Board of Registration
for Professional Engineers & Surveyors; 3 yrs. exp. as registered, professional
engineer, 6 months of which was as lead worker or supervisor or in an administrative capacity.
Special Requirements: May require in-state travel. May work evenings and possibly weekends. May travel overnight.
Worker Characteristics Requirements: Knowledge of engineering related to water source, treatment, pumping, storage and distribution facilities for
public drinking water systems. Experience in management and supervision. Experience in successfully developing and implementing programs and managing
organizations through change. Experience in development of program goals, objectives, work priorities and policy. Must have good verbal and written communication and
negotiation skills and facilitation skills; experience in writing/editing work of a scientific nature and must have expertise in administrative issues including
personnel; and resources allocation and planning. Ability to establish friendly relations as manager of section; prepare and deliver speeches before
general public and interpret extensive amount of technical material.
